Descriptive info: 7th HBOR International Conference on Export Promotion Took Place in Split.. SPLIT, 5.. th.. September 2008 – In order to enable an exporter to make a successful entry into the international market, in addition to good export strategy, competitive and well designed product as well as good and reliable foreign partner, it is necessary to secure pro-export attitude among all participants in an export transaction – from state and financial institutions to chambers of commerce and economic diplomacy.. This is the conclusion reached at the 7.. International Conference on Export Promotion organised by Hrvatska banka za obnovu i razvitak in Split.. Mr.. Ivan Šuker, Minister of Finance of the Republic of Croatia, addressed the participants in the conference as representative of the Prime Minister of the Republic of Croatia.. He pointed out that HBOR’s conference had become an imperative for Croatian businessmen and that HBOR had long surpassed the role it was given ten years ago during the reconstruction of the war devastated areas.. “Today, HBOR is a respectable export investment bank needed by Croatian businessmen.. Together with the Government of the Republic of Croatia, the bank develops infrastructural preconditions, and it is the task of entrepreneurs to create good products that will be competitive in the international market.. Support has to be targeted at those who are most successful, and only in this way will Croatia not be a country of cheap labour but a country of highly educated experts and a country of sophisticated products”.. When opening the conference, Mr.. Anton Kovačev, President of HBOR’s Managing Board, stressed how important it was for economists to come together on such gatherings, and maintained that the purpose of such meetings was to exchange knowledge and experience as well as create preconditions for progress and development.. As a small market, Croatia must be export-orientated and must promote co-operation in the field of international trade, particularly within the region.. “We are witnesses of new global developments in the world market – rising prices of energy, rising interest rates, rising food prices, wars… However, in spite of all that, we think positively.. We cannot influence negative world developments, but we try to contribute  ...   significant in the case of major export projects, within the framework of which export credit agencies have a key role in developing models of financing and insuring export transactions.. At the conference, the significance of co-operation and exchange of experience among all parties interested in an export transaction was stressed in the context of the current global credit crisis that originated in the USA and spread to almost all markets adversely affecting the investment climate.. The crisis spread also to the insurance market, where increased insolvency was recorded together with an increase in bankruptcy proceedings of 7% in 2007.. This trend is not slowing-down.. It is gaining strength, and therefore it can be expected that the demand for insurance of receivables from the industry sector will rise.. One of the solutions for overcoming this adverse situation is to use measures such as the diversification of risk in infrastructure project markets and the markets in which it is expected that growth and investment rates will be less affected by the crisis.. For ten years, HBOR has been creating and developing efficient systems for financing and insuring exports, it has been providing support for exporters in all phases of their export transactions, which led to a fact that the Croatian exporters enjoy the same conditions as their competitors coming from any part of Europe or the world.. It was heard at the conference that a turn was expected in the field of support provided by state export-credit agencies to businessmen that intend to expand their operations beyond the borders of their countries, thus generating profits in the target investment country but also channelling profits into their own countries.. Consequently, it can be expected that the policies of export-credit agencies are soon to be redesigned in terms of the maximum coverage for an individual export transaction.. Agenda..
